Alignment of technology with mission supports development of a new Capability Portfolio Model
Dcode’s client, the Navy Program Executive Office Integrated Warfare Systems (PEO IWS), provides program management and systems engineering expertise to support acquisition of solutions, products, and services to meet warfighter requirements. The organization tapped Dcode to help meet a requirement for a new Capability Portfolio Model that would enable rapid deployment of new capabilities in response to emerging threats. The ongoing effort is enabling PEO IWS leadership to identify and break down barriers to technology acquisition and capability deployment to support mission needs.
The Challenge
Major weapons systems and capabilities are developed and fielded by PEO IWS, which requires efficient deployment of new capabilities to support a mission-ready force for the fleet and joint force, as well as nimble processes to respond to emerging threats. The need to accelerate deployment of capabilities in response to new warfighter challenges led to a recommendation from the Atlantic Council Commission on Defense Innovation Adoption to implement a new model that would shift acquisition priorities from peacetime operations to rapid threat response. The effort faced several challenges, including:
- Existing acquisition processes operated within siloed structures, limiting efficiency
- Need for increased alignment on top-priority capabilities to address critical needs
- Tracking measurable value for the new capability model to gain sponsor and command buy-in
Dcode Drives Success
Dcode is working with PEO IWS to lay the groundwork for successful implementation of the new Capability Portfolio Model. Focused on breaking down acquisition and process silos and aligning capability priorities to mission needs, our work includes:
- Enabling mission-focused tech by identifying barriers to technology adoption, closing internal resistance points and policy gaps, and focusing metrics on mission outcomes
- Prioritization of capabilities based on warfighter needs and in alignment with mission outcomes
- Realization and operationalization of newly de-siloed acquisition processes and metrics frameworks to incentivize progress
