/ Creating Fiscal Agility to Unlock Defense Modernization
At Dcode, we define fiscal agility as:
the ability to easily realign and optimize financial structures, processes, and investments around capabilities and mission outcomes—enabling faster, more strategic responses to tech evolution and operational needs.
Who wouldn’t want that? Find out what levers you can pull to get it, here: Fiscal Agility: Unlocking Defense Modernization.
2 / Hacking the Federal Tech Adoption Ecosystem
The need to improve U.S. technological advantage means that federal agency leaders must understand the interconnected nature of the tech adoption ecosystem—government, tech firms, and venture capital—and make meaningful shifts to work with the tech industry and venture firms effectively.
As one of the few firms active in all parts of this landscape, we have thoughts! See how we think the industry can achieve win-win-win in this article: Linking Government, Tech, and Venture to Effectively Accelerate Innovation.
3 / Welcome to the Outcome Era, Part 2

Orgo wins USD(R&E) Award
Orgo is a living, interactive DOD org chart and intelligent directory application hosted on NIPR (IL4). Initially developed with Air Force Test Center to streamline coordination during Large Force Events, it gained early traction in the flight test community and began spreading organically across units. Orgo was recently awarded a USD(R&E)-funded contract to expand beyond exercises into broader operational use across military commands, with Air Force Global Strike Command as the first MAJCOM HQ to adopt. Orgo is ATO’d on NIPR, approved for CUI, and ready for immediate use by military commands.
